NFC reconstituted

ITANAGAR, Sep 3: Nyishi Federal Council (NFC) has reconstituted its executive council body in a consultative meeting held at Naharlagun today. Patey Tatung, the executive secretary has been elevated to the post of president, while vice president incharge of Kurung Kumey Nguri Kyokom has been appointed as vice president of headquarter, Techi Lana Tara has been unanimously elevated to the post of executive secretary. On the other hand Yura Tagung and Bem Machang were elevated to the post of vice president, Kurung Kumey  incharge and joint executive secretary respectively. The members in the meeting resolved  not to involve in any political controversies and   adopt middle path to strengthen the Nyishi society.

 

Cooperatives awareness programme

ITANAGAR, Sep 3:  Arunachal Pradesh State Cooperative Union in collaboration with NEFA thrift and Credit Cooperative Society Ltd, Nirjuli organized a one day awareness programme on cooperatives at Nirjuli today.

On the occasion, Assistant Director SIRD R Srivastava highlighted about the formation of self help groups and their functioning and also briefed on micro finance schemes available for the SHGs.

Chief Executive Officer, DRCS G Nyorak, Assistant Education Officer, AP state cooperative union K Riba, SICS lecturer D Sen briefed on value and principles of cooperatives, rights and duties of members and power and functions of registrar of cooperative societies, government of Arunachal Pradesh.

NEFA, Thrift and Credit Coop. Society Ltd, Chairman Nabam Azmi encourage the participants to form more self help group to undertake and promote various economic activities for socio-economic upliftment and also assured to provide financial help in form of micro finance through the society.

Altogether, 60 participants from NEFA Thrift and Credit Cooperative Society, SHGS, Public attended the programe.

 

DPSCC Sports Meet

Itanagar, Sep 3: Donyi Polo Sports and Cultural Centre (DPSCC), capital complex unit  is organizing a Spors Meet  at Abotani Vidya Niketan, Pachin colony from September 10.

The competition would held separately for both Itanagar and Naharlagun circles. It would be held for the Naharlagun circle on September 10 and 11 and Itanagar circle on September 24 and 25.

Various field and track events, Kabaddi, Khokho, Archery etc. competitions would be conducted among various  age categories.

Players for the ensuing mega national sports meet scheduled from December 29 to 31, 2011 at Pune, Maharashtra would be selected on the basis of the performance in the meet, according to  DPSCC release.

 

Society welcomes apology

ITANAGAR, Sep 3: Welcoming the apology from Pradeep Thakur for his arrogant statement against Nyishi community, the Education and Cultural Development Society (ECDS) in a release said that his statement should also be broadcast in electronic medias.

It, however, demanded Thakur to disclose the name of the ‘political analyzer’, who found that Nyishi community does not have good rapport with other tribes of the state.

The society extended solidarity to the present CEM of ANSU in its fight for the cause.

NWA appeals

ITANAGAR, Sep 3: Nyishi Welfare Association (NWA) has appealed to health minister to take steps for containing the outbreak of measles epidemic in Pipsorang area in Kurung Kumey district.

Meanwhile, NWA, in its executive meeting held here today condemned the assault on advocate Taba Tagum by a group of people. It appealed to the law enforcing authority to book the persons immediately.

 

Water scarcity

ITANAGAR, Sep 3: The residents of police colony, E sector, Naharlagun has appealed to the  PHE department to solve the drinking water scarcity problem at the earliest.  The people of the colony has been deprived of potable water for last one month, said a release.

AARCA unit expands its executive body

ITANAGAR, Sep 3: Paksing Maling and Tai Gongo have been appointed as vice presidents of All Arunachal Registered Contractors Association (AARCA) Upper Subansiri district in a meeting held at Daporijo recently. The Association also appointed Yania Gongo as its women wing president.

Meanwhile, the members of the Association unanimously resolved to submit representation to  concerned departments requesting them to strictly follow the tender process in implementation of centrally sponsored and state Govt schemes in the district.

 

Department repairs road

ITANAGAR, Sep 3: The officers and officials of the department of animal husbandry and veterinary, Nirjuli along with local people of the D sector officers’ colony repaired the link road from NH-52A to D Sector at Nirjuli leading to officer’s colony.

A stretch of 0.5 km of the road was repaired and re-laid with concrete cement on self-help basis. The link road was completely damaged by the last month’s torrential rain causing great inconvenience to the upper “D” sector officer’s colony dwellers.

Movement of both heavy and light vehicles through the road are restricted on September 3 and 4 to allow set the cement concrete. Kolma Yogin Welfare Society, the welfare committee of D sector led by its  secretary Neelam Teli also coordinated the social service by engaging the local people.

ITANAGAR: Arunachal Pradesh Colleges Forum along with All Capital Complex Youth Welfare Association and Arunachal Pradesh Abotani Clan Youth Organization conducted a  rally from Bank Tinali to Raj bhawan, Itanagar yesterday to press for immediate handing over of National Hoghway-52 from Banderdewa to Hollongi to Border Road Task Force.

The APCF, ACCYWA and APATCYO have decided to continue their movements if the their demand are not met.

 

ALSU urges

ITANAGAR: The Arunachal Law Students' Union (ALSU) urged the concern Authority to take action against franchise and retailers and sellers of BSNL Top up and Recharge cards ,who are illegally inflating the price undermining the listed price. It stated that Rs 110 card is being sold in the market at the rate of Rs 120 which is illegal.

ALSU has held discussion with DGM BSNL Itanagar Branch regarding the issue who told the Union that inflated price is violation of the norms.

Massive fire guts 51 houses

PASIGHAT, Sep 3: Fifty-one houses and shanties at Mirmir Charali point near DC’s office here were gutted in a devastating fire accident on Wednesday night.

Two fire tenders from Pasighat and one from neighboring Assam were pressed into service to douse the fire which broke out at around 11.30 pm. The flames were tamed only after a 15 hours  operation by the three fire tenders. One fire tender was reportedly damaged by dissatisfied public.

Local MLA and Education Minister Bosiram Siram along with DC (Incharge) SC Debnath immediately rushed off to the spot and met the victims. He handed over Rs one lakh in cash to the DC for immediate relief to the victims. Siram further informed Chief Minister Jarbom Gamlin has assured to provide new fire tender to Pasighat soon. He also assured to provide textbooks and uniforms to 35 students, who lost everything in the devastating fire accident, free of cost.

Home Minister Takar Marde also visited the spot and announced Rs. one lakh as immediate relief.

Meanwhile the district administration held an emergency meeting with magistrates, police authorities, District Relief and Rehabilitation officer (DRRO) to tackle the situation. The meeting resolved to grant Rs 3000 to each victim and arrange temporary shelter at Town Club for homeless people.

Various non-governmental agencies have also come forward and have been generously contributing their shares. While ‘Seva Bharati’ provided buckets, groceries and utensils Support India contributed Rs.five thousands to the district administration for the fire victims. DIPRO

 

Govt declares bandh illegal, 2500 personnel on duty

ITANAGAR, Sep 3:  Even though tangible steps were taken in the ToI episode, the 48-hour Capital Complex bandh call given by the All Nyishi Students’ Union (ANSU) from September 5 next has been declared illegal by the state government and all possible steps taken to prevent it, Home Minister Takar Marde today said.

Addressing the editors of the local dailies at his official bungalow here, Marde said it was unfortunate that the ANSU and Nyishi Elite Society (NES) did not turn up for the meeting Friday convened by the chief minister on the endeavours of the GoAP to defuse the issue.

About 2,500 additional police personnel including that of the ITBP and CRPF have been mobilized to maintain law and order and ensure that the daily life of the masses is not affected. The ITBP personnel would be engaged in area dominance while all the vulnerable points from where the activists usually resort to stone pelting would be under security surveillance from the evening of September 4, he disclosed.

The chief secretary has been directed to take attendance of all government employees and deduct salaries of the absentees on that day, the Capital Complex district administration has been alerted to provide security to each government employees and traders and ensure that all modes of transport ply smoothly.

The HM made a fervent appeal to the civil society, particularly to the original residents of the state capital to extend their wholehearted cooperation to the GoAP in preventing and ending bandh culture, a curse to the socio-economic development of the state.

Meanwhile an official statement directed all the govt officers to attend office during the bandh call on September 5 and 6. There will be surprise inspections by senior authorities on both days and disciplinary action will be taken against those found absent from duty.

'Bandh call' will not be accepted as a reason for not attending duties and remaining absent from work will tantamount to actively supporting the bandh call’, said an official release.

The State Govt will ensure that law and order is maintained in office premises as well as on the capital roads. Sufficient security will be provided to employees and for any specific issue related to provision of security, the district administration Capital Complex or the City SP office may be contacted, reports DIPR.

 

Bar association condemns assault on advocate

ITANAGAR, Sep 3: The Guwahati High Court Itanagar Permanent Bench Bar Association (GHIPBBA) has condemned the “brutal and barbaric attack” on Advocate Taba Tagum, in the intervening night of Sept  2 by some anti social elements.

The Bar Association said that he was attacked for pleading a case, which is violation of basic fundamental rights. He was kidnapped, brutally assaulted and his chamber was severely damaged, the Bar members said while adding that this will never be tolerated by the bar members.

The Association demanded that those involved in the incident be arrested immediately and the case be handled by an Officer not below the Rank of Dy. S.P.

It was further decided that no member of the Bar Association shall appear and plead on behalf of any of the accused person involved in the incident.

It was also decided that the Association will request other bar Associations of North East also, not to plead for the accused involved in the incident.

The Association further decided that   if any one threatens or assaults an advocate, his name will be displayed in the Notice Board of Bar Association and no any bar member shall plead for such person. The members further decided that if advocates are found involved in the incident as being alleged, he shall be barred from the Bar Association forthwith.

 

NES reacts to Govt statement, threatens to intensify stir

ITANAGAR, Sep 3: Restating its decision not to attend the meeting which was called by Chief Minister on Sept 2,  the Nyishi Elite Society  today vehemently  reacted to the  statement of Chief Minister Jarbom Gamlin making the stand of the state Govt clear on Times of India (ToI) issue.

The NES reiterated that state Govt. should facilitate discussion with Pradeep Thakur and ToI team with NES, ANSU and Nyishi based social organizations within 7 days beginning from 2nd Sep, failing which the Nyishi Community shall recourse to its own course of action. NES further said that it has already appealed all sundry to participate the movement spearheaded by the All Nyishi Students’ Union on this issue and its third phase of 48 hrs. capital bandh from Sept 5 and vowed to intensify rigorous movements after the expiry of dateline on Sept 9.

Condemning the reported ‘act of betrayal’ as mentioned by the chief minister in his statement as misleading, the NES said that the Government actually betrayed the Nyishi community by not adhering to the decision taken on August 18 and “further trying to chop the Nyishi community in pieces to ensure that the issue does not peep towards a logical solution acceptable to the Nyishis”.

Describing the CM’s press statement unfortunate, the NES further said that  the so called high powered committee as referred by the CM did not figure in their discussion nor do they accept the committee consisting of a bunch of victims (Nyishis).  The NES further said that it has not appealed to the Government to produce “film on Pradeep Thakur” which is adding injury to the sentiment of the community.

“While we are aware that judiciary is the corner-stone of democracy, but we have also time tested sound social and political fabric in hammering out solutions to the gigantic social problems in the past, but, sincerity for the cause matters the most,” the NES said.  NES suggested the Government for an amicable and lasting solution outside the court in its meeting with the CM on August 18. “Thus, dragging the issue for four months in the pretext of sub-judice speaks volumes on the sincerity of the state Government.”  It blamed the Government  for  maintaining stoic silence since the beginning of the turmoil and added that  Nyishi MP and Legislature Committee headed by Atum Welly as Convenor and Tani Loffa as Co-Convenor  which was constituted to negotiate with the Government has not been honoured.  The long silence maintained by the Govt after first official response on July 16 is questionable and deserves clarification, it said.

“The ongoing revival and formation of Nyishi based organisations under the active supervision of our few social and political figures close to the Government, inciting ‘infighting’ and ‘law and order’ problem despite our appeal to the CM to meaningfully contribute towards the Nyishi unification for a peaceful and vibrant Arunachal on 18th August interaction is a point of serious concern”, the NES added.

 

Capital Road work to be taken up on need basis

ITANAGAR, Sep 3: While appreciating the gesture of GoAP in releasing Rs 17 crore on August 19, local MLA Techi Kaso following a through review meeting with the executing agencies on Friday, said that the fund was insufficient for repair of damaged roads and infrastructures.

However, he today disclosed that works would be taken up on need-basis with the available fund.

He said the works including repair and reconstruction of culverts, retaining walls, drainage, sectoral roads and re-carpeting would require huge amount.

However, the legislator said that the works on need-basis would be taken up to provide solace to the people to the maximum possible extent with the fund available.  

The PWD and UD departments have targeted to complete the works by November, he said, and appealed to the people and all sector committees to extend wholehearted cooperation for speedy and smooth execution of the work.  

Kaso, who had a through discussion with the engineers of PWD and RD for executing the work, informed that the total road length with PWD division-A, B and UD is 168 km at Itanagar while it is 96 km at Naharlagun to Banderdewa.

The GoAP despite resource crunch had released Rs 17 crore to Naharlagun PWD division (Rs 5 crore), Naharlagun NH division (Rs 2 crore), Itanagar PWD capital division-A (Rs 4 crore), Itanagar PWD capital division-B (Rs 3 crore) and urban development (Rs 3 crore), Finance and Planning Minister Kalikho Pul had informed.

 

Society demands authority to stop CAMPA scheme

ITANAGAR, Sep 3:  Yangfo Welfare Society strongly appealed to the concerned authority of CAMPA under forest and environment department, government of Arunachal Pradesh to immediately stop the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) scheme under Yangfo village and threaten to launch movement against the authority if it fails to address the demands of the society. It claimed that about 1800 hectares of land belonging to Yangfo village were selected for the scheme which would cover the entire Yangfo village including Bagang, Rebe, Keyang etc.

It alleged that no public meeting or hearing was conducted in this regard and the scheme was processed by few vested individuals and the concern officials.

There were no initiatives from any quarter to educate the common masses on the scheme and the villagers are still unaware of CAMPA scheme, release added.

It further claimed that, a formal complaint has also been given to Deputy Commissioner, East Kameng District, District Forest Officer and Environment Department to halt the process till the matter is widely discussed.

 

PR  leaders urged to  shoulder responsibility  for effective implementation of sanitation progs

ITANAGAR, Sep 3: The Papum Pare District Water Sanitation Committee (DWSC) under its total sanitation campaign organized a District Level Workshop on Sustainable Sanitation and Management Monitoring at Banquet Hall here yesterday. The workshop was basically to involve elected panchayat members to create awareness amongst people at the grassroot level on sanitation and rural drinking water mission. More than a hundred of people, comprising mostly of panchayat leaders including women, attended the workshop.

Papum Pare deputy commissioner Pige Ligu, who is also the DWSC chairman,  in his address called upon the PRI leaders to take their responsibility seriously  for effective implementation of  the sanitation programme. Unless the mindset of people changes, the sanitation campaign cannot succeed, he said.

Secretary of PHE Department and Water Resource (PHED&WR), which is the implementing agency in the state, Tomi Ete stated that gram panchayat is the most important unit to carry out the sanitation campaign.

Citing the example of model states like Sikkim and Kerala, which have been declared as cent per cent open defecation-free, Ete said that Arunachal Pradesh can also be one amongst them in terms of sanitation if PRI leaders take active part in imparting awareness at village levels. Highlighting the rural drinking water quality monitoring and surveillance frame work, Director CCDU A N Singh informed that Arunachal Pradesh has 12,337 numbers of rural drinking water sources and 1776 numbers of Gram panchayat and 88 numbers of blocks. He too emphasized on proper campaigning for effective implementation of the sanitation campaign to eradicate open defecation.

DRCHO Dr N Lowang highlighted various kinds of water borne diseases like typhoid, cholera, dysentery, enteritis (Bacteria), infectious Hepatitis A & E, amoebic Dysentery, etc, that can be contacted from unsafe drinking water. She informed that according to WHO data statistically four billion people suffer with diarrhoea cases annually. “Do not drink contaminated water, drink purified water,” she raised a slogan through her presentation.

PHED (WZ) Chief Engineer G Padu viewed that intra-personal communication and awareness is needed to effectively implement the sanitation programme. He called on PRI leaders and public to make Papum Pare district a model district in the state.

Giving message to people of rural areas, CCRD Nahrlagun, an NGO, has presented a puppet show on sanitation campaign with the title ‘Sangu Lamta’.

 

AAPSU advocates for one more MP seat

ITANAGAR, Sep 3: All Arunachal Pradesh Students’ Union (AAPSU) has appealed to  Governor J J Singh  to approach Centre for creation of another MP seat from the middle zone of the state for equal representation of the  people in the Parliament.

While acknowledging immense contribution of Governor in development of Arunachal Pradesh, AAPSU in its three-point memorandum submitted to the Governor yesterday further appealed him to initiate dialogue with  Delimitation Commission of India in order to increase the seats of legislators to serve the  growing number of population of the state in effective way.  The Apex student body of the state also appealed the Governor to initiate process for implementation of Sixth Schedule in the state. AAPSU firmly believes that if Arunachal Pradesh comes under Sixth Schedule, the district or regional councils would be blessed with legislative powers on specified subject and allotted certain sources of taxation for self reliance.

 

Labour Board awareness meeting held at Namsai

ITANAGAR, Sep 3: Arunachal Pradesh Building and Other Construction Workers Welfare Board conducted its Workshop cum Awareness Camp on Building and Other Construction Workers Welfare Acts and Rules in Namsai today.

Speaking on the occasion as the chief guest Chowna Mein, minister PHE & Social Welfare lauded the Board in his endeavor towards upliftment of the workers of the state.

While highlighting the benefits being provided by the Board, Mein appealed the workers of the Namsai, Bordumsa, Longding and Wakro in particular and Lohit district in general to avail the opportunity by registering with the Board.  He further advocated for total sanitation and better economic measures in the area and advised the District HoDs to cooperate with the APB&OCWWB by disseminating the workers welfare measures to workers and deposit 1% cess to board.

The minister assured to build a permanent office building of AAPWU at Namsai soon.

Guest of Honour, MLA Nang Sati Mein expressed her gratitude to the board members for conducting awareness campaign in the constituency and urged Sonam to provide an Ambulance for Namsai from the Board for the registered workers.

APB&OCWWB Chairman Jalley Sonam called upon the workers to remain united and advised the laborer to register their names in the board to avail the benefits provided by the board.

Deputy Labour Commissioner Dr. SP Bhardwaj highlighted about the 1% cess collection and welfare measures being implemented by APB&OCWWB and also informed about the workers registration procedures

Labour Officer Changlang, Zingnu Namchoom, district president INTUC and others AAPWU members also spoke on the occasion.

Altogether, 1000 workers, Panchayat leaders and HoDs from Namsai, Lekang, Bordumsa, Mahadevpur, Wakro and Chowkham attended the meeting.

 

Principal asks students to study hard

DNGC Freshers’ Meet

ITANAGAR, Sep 3: Dera Natung Govt. College (DNGC)  Principal Tomar Ete exhorted the students to study hard and become a responsible citizens of the society.

Speaking on the occasion of Freshers’ Meet celebration today, the Principal asked the students to utilize their time and stay in the college meaningfully in order to lay the foundation for bright future.

He dwelt on several constraints experienced by the college authority and students due to enrollment of students in the college beyond its capacity. The Principal asked the students to bear with the limitations and try to excel in all spheres. He also mentioned Tanya Agu, general secretary of the college Students’ Union, for his outstanding contribution for the welfare of the students and the college.

Vice Principal S Khandu while welcoming the newcomers, asked them to prepare themselves for greater responsibilities in life.

Earlier, Students Union general secretary Agu, in his speech welcomed the new vice principal S. Khandu on behalf of the students of the college.

Welcoming the newcomers, he urged them to attend classes regularly and maintain the required percentage to secure stipend. Briefing the developmental activities during his tenure as general secretary, he urged the students to take full advantage of the available infrastructure in the campus. He also urged them to participate in all co-curricular and extra-curricular activities in the college for their overall development. He urged the freshers to be humble enough and cooperate with the teaching staff and seniors who could extend help in building their  career.

GSU fresher meet

Meanwhile, the Galo Students Union, Dera Natung Government College (DNGC) Unit, Itanagar had organized a fresher meet cum felicitation programme of toppers among the Galo students studying in DNG College, Itanagar today at Cafeteria, IG Park Itanagar.  

Sports Authority of Arunachal (SAA) Chairman Tungri Effa and Reken Ingo founder General Secretary, Capital Complex Galo Students Union attended the function  as chief guest and guest of honour respectively.

Effa in his speech encouraged the students to have confidence in themselves and to excel in their chosen field. He also suggested the students not to involve in active politics as it may hamper their career. Citing that the State Government has allotted 5% job reservation under sports quota, he urged the students to take active part in sports activities and excel in the preferred discipline to get job in government department under the sports quota.  

Guest of Honour Reken Ingo said that there is no mantra to achieve a goal but hardwork, dedication and sincerity surely lead one to his goal.  

Associate Lecturer (Commerce) DNGC Minto Ete suggested the students especially the first year students to be cautious as they are stepping into a new world. Commenting on the trend in colleges, he said that students should cultivate the habit of purchasing the recommended books first rather than mobile handset.

Altogether 10 students were felicitated on the occasion. Colourful traditional group dance, traditional solo songs and introduction of fresher students marked the day in the presence of host students and lecturers.

Appeal to reconsider bandh as ANSU gets support

ITANAGAR, Sep 3: Arunachal Youth Federation (AYF) has requested All Nyishi Students Union (ANSU) to reconsider its decision to call 48 hours capital bandh on Sept 5, the day which is being celebrated as Teachers’ Day all over the country. Moreover, such bandh call not only affect the normal life of Nyishi petty business women, but it brings untold suffering to entire business community and needy patients also, it said.

The federation further said that Pradeep Thakur has already tendered written apology with the initiative of the CM and senior Nyishi leaders through local media. Therefore, there is no reason for calling capital bandh now, it said. Arunachal Teachers’ Association (ATA), Papum Pare District unit also appealed  to the ANSU to postpone its proposed capital bandh in view of Teachers Day.

Meanwhile, East Kameng Middle Zone Students Union has extended its support to 48 hours capital bandh   call given by ANSU. It further appealed to the members of Nyishi community not to play divide and rule policy and pressurize the Govt for immediate solution to the issue.  All Nyishi Students Union (ANSU) Upper Subansiri district unit and  All Lower Subansiri Students’ Union  also extended support to ANSU bandh. All Arunachal Youngstar United Federation, Chimpu Urban Areas Welfare Committee, All Tali Area Students’ Union, All Bameng Khenewa and Lada Students’ Union and Lower Subansiri District Nyishi Students’ Union has also extended supports to the proposed 48 hours capital band called by All Nyishi Students Union.

 

BJYM demands upgradation of Baririjo circle

ITANAGAR, Sep 3: Bharatiya Janata Yuva Morch (BJYM), Arunachal Pradesh has appealed to the state Govt for upgradation of Baririjo circle headquarter to additional deputy commissioner headquarter at the earliest.

Accusing the state Govt  for not taking up infrastructure development  activities, particularly in interior areas despite release of adequate central fund under various schemes, BJYM vice president Tomi Haider in a release today appealed  the state Govt to take step for immediate road connection between Baririjo circle headquarter to Riko village and Baririjo CO HQ to Lebri-Laigi village in the coming financial year besides establishment of a police station at Baririjo circle  at the earliest.  

While advocating for posting of adequate teachers in various districts, particularly in Upper Subansiri, Haider also pleaded for establishment of Govt college in Upper Subansiri district.

Meanwhile, the BJYM  decided to  conduct its first phase of  border survey tour programme in Takshing Limiking, Mechuka, Zemi-thang  within this month.

ITANAGAR, Sep 3: All Chambang Area Youth Forum (ACAYF) has urged the higher authorities to constitute an enquiry committee into non-implementation of RGGVY schemes in Chambang, Gagte, Palin and Yangte area after three years of awarding contract work for implementation of the same.

 The Forum in an release today alleged that concern department has awarded works   to  two firms under RGGVY scheme vide package No KK/Chambang-Gangte/KKED/Package –A/01 and Package No KK/Palin-Yangte/KKED/Package No E/01, but  the  contractors did not erect even a single pole under the schemes.  Even though a agreement was signed with the  firm stating that the work has to be completed within 17 months but till date no any initiative has been taken for implementation of the schemes, the Forum further alleged. Holding the  concern department equally responsible for non-implementation of schemes, Forum further claimed that the authorities had already released a handsome amount to a firm without  implementing the scheme. It demanded action against officers involved in irregularities and implementation of the said package  at the earliest.
